Receiver Jermaine Saffold signed with the Cleveland Browns, and will report to their camp on May 10.
Saffold caught 16 career touchdown passes, and totaled 2,221 yards through a two-time All-MVC career.
Douglas impressed several teams in two Pro Days at Missouri State and Missouri Western.
When reached by phone Saturday, Douglas said he hadn't heard from the Bills since his second Pro Day at Missouri Western in March.
"I actually hadn't heard from them," he said. "I talked to Oakland on Monday."
Douglas admitted he hadn't been paying attention to the draft, but during the late rounds on Saturday, he received a call from Buffalo saying it was down to he and kicker John Potter for the team's seventh-round selection.
The Bills selected Potter, but minutes later called Douglas and told him to sit tight.
"I got really nervous," he said.
After the draft was over, Buffalo worked out a deal with Douglas' agent. Moments later the Redskins offered to bring Douglas to their camp.
"My agent thought Buffalo was a better fit," Douglas said, noting that Washington selected running back Alfred Morris in Round 6.
Douglas, a junior college transfer who ran for 1,051 yards and 11 touchdowns in 2010, says he'll report to camp on May 19.
Douglas graduated from Missouri State in December, and Saffold is on track to receive his degree this May.
