The "St. Louis Post-Dispatch" reports that a few years ago, legislators eliminated campaign contribution limits but began requiring that any donation of over $5,000 be reported within 48 hours. Ever since that law was adopted, many checks for exactly five-thousand dollars have been donated and most politicians are following the law literally, not reporting those checks in 48 hours. A Post-Dispatch analysis shows about 80 percent of donations of five-thousand-dollars are not reported in the 48-hour timeframe and those who don't report them by then are not disobeying the law.
