Tuesday, Feb 26, 2008 @04:00pm CST (Jefferson City, MO) Secretary of State Robin Carnahan announced today that five initiative petitions that would amend Missouri law pertaining to renewable energy resources meet state standards for circulation. Before any of these changes can be voted upon in the November 2008 election, signatures must be obtained from registered voters equal to five percent of the total votes cast in the 2004 governor's election from six of the state's nine congressional districts. Depending on the combination of districts, the number of signatures required ranges between approximately 86,000 and 95,000 valid signatures for each petition. Signatures on behalf of initiative petitions for the 2008 ballot are due to the Secretary of State's office by no later than 5 p.m. on May 4, 2008. The ballot titles for the petitions related to renewable energy read: Petition 2008-028: Shall Missouri law be amended to require investor-owned electric utilities to generate or purchase electricity from renewable energy sources such as solar, wind, biomass and hydropower with the renewable energy sources equaling at least 4% of retail sales by 2012 increasing incrementally to at least 11% by 2020; and restricting to no more than 1% any rate increase to consumers for this renewable energy? The estimated direct cost to state governmental entities is $395,183. It is estimated there are no direct costs or savings to local governmental entities. However, indirect costs may be incurred by state and local governmental entities if the proposal results in increased electricity retail rates. Petition 2008-029: Shall Missouri law be amended to require investor-owned electric utilities, cooperative utilities, and certain municipal utilities to generate or purchase electricity from renewable energy sources such as solar, wind, biomass and hydropower with the renewable energy sources equaling at least 2% of retail sales by 2011 increasing incrementally to at least 20% by 2021, including at least 2% from solar energy; and restricting to no more than 1% any rate increase to consumers for this renewable energy? The estimated direct cost to state governmental entities is $549,683. It is estimated there are no direct costs or savings to local governmental entities. However, indirect costs may be incurred by state and local governmental entities if the proposal results in increased electricity retail rates. Petition 2008-030: Shall Missouri law be amended to require investor-owned electric utilities, cooperative utilities, and certain municipal utilities to generate or purchase electricity from renewable energy sources such as solar, wind, biomass and hydropower with the renewable energy sources equaling at least 2% of retail sales by 2011 increasing incrementally to at least 15% by 2021, including at least 2% from solar energy; and restricting to no more than 1% any rate increase to consumers for this renewable energy? The estimated direct cost to state governmental entities is $446,683. It is estimated there are no direct costs or savings to local governmental entities. However, indirect costs may be incurred by state and local governmental entities if the proposal results in increased electricity retail rates. Petition 2008-031: Shall Missouri law be amended to require investor-owned electric utilities to generate or purchase electricity from renewable energy sources such as solar, wind, biomass and hydropower with the renewable energy sources equaling at least 2% of retail sales by 2011 increasing incrementally to at least 15% by 2021, including at least 2% from solar energy; and restricting to no more than 1% any rate increase to consumers for this renewable energy?
